Bellevue Civic Association Annual Meeting
October 16, 2007

Call to Order
Meeting convened at 7:00 PM
at Holton Elementary School.

Treasurer’s Report
Account total is $5624.00
   $4730.00 in general fund
   $105 in Arch Fund
   $788.49 in Security Patrol Fund

There are 111 paying households to date. An invoice will be mailed for 2008
dues, including a form to indicate your area of interest in participating in the
Association. Dues are $15 per year.

Election of Officers
Elected unanimously:
Roy Reynolds, president
Joellen Davis, vice-president
Janet Brown, treasurer.

We are still in need of a secretary for the year 2008.

Guest Speaker
Dr. Carolyn Lewis Mosby spoke to us about CERT – Citizen Emergency
Response Team training. This department is headed up by Benjamin Johnson.
The training involves 16 hours, over the course of two days.
It is offered at no charge.

The sessions are completed for 2007, but we will be informed about
new ones for 2008. Dr. Mosby spoke about 3 different bags to keep on
hand for emergencies and disaster situations. One is for your car. The
first training for 2008 is scheduled for the first Saturday in January,
to be held at the Landmark Theater.

Business Flyers circulated encouraging all to visit the website for information.
Also, instructions for signing up for the Yahoo group given.

Complaint – Issue raised concerning the request by Northside Grille
to Zoning for permission to open the patio on the side for serving
food and drink, including alcohol. Joe Stankus, owner of business on
Bellevue known as Sanitech, shared complaints about the noise
generated by patrons leaving the Grille at night. They congregate
around the cars, shout loudly to one another, and often are drunk.
There have been several instances of public urination as well.
The Zoning Commission apparently sent a letter to 3 residents on
Bellevue, and none of the businesses. The concern is that this
nuisance behavior will tend to increase with outdoor food and beer
sales on the patio.

A Council meeting was scheduled for two days after the General civic
meeting, and Roy stated that he would contact Chris Hilbert to have
the zoning issue tabled for 30 days, for the purpose of verifying the
complaint and working directly with the owner of Northside Grille.
It was generally agreed that we are very much in favor of keeping the
restaurant open and supporting them. We love having them in our
neighborhood, we just don’t want neighbors to be awakened in the
wee hours with drunken noise.

Roy sent this note to Chris Hilbert:

Chris,
Last night at the Bellevue Civic Association’s Annual Meeting at
Holton Elementary School, there was discussion of the request by the
Northside Grille to use the outside patio for additional seating. There
was discussion of the current problems with patrons leaving the establishment
at night and urinating in public along the street, sometimes in view of patrons
of other establishments. There were also concerns regarding excessive noise.
The Bellevue Civic Association requests that City Council action on this
request, which we understand is to be before Council at it’s October 22
meeting, be delayed for a month to give an opportunity for the neighborhood
to meet with the owners of the Northside Grille and attempt to reach some
mutual resolution of the concerns. In the event that the matter does go before
Council on the 22nd, the Bellevue Civic Association requests that City Council
deny the request.

10/24/2007 Update: Roy has met with Shannon Chambers and they have
agreed to allow 30 days to come up with a resolution. Shannon is interested
in being a good neighbor. However, Chris Hilbert insisted on having the
issue put on the Council agenda for November 12, 2007.

Another issue brought up concerning the Bellevue business area is that the
alley is blocked with loose and growing brush and it is not easily passable.

Issue – Traffic lights at all entrances to Bellevue are much too short on the
green signal, and much too long on the red.

Introduction of New Committee Co-Chair – Susan Murphy, along with Patsy
Glazer, is in charge of the Garden Walk Committee. They are the instigators
of the beautification of the parking lot and area across from the Bellevue
businesses. Anyone who would like to serve on the Garden Walk Committee,
and/or have their garden on The Walk for 2008 is welcome to make their wishes
known.

Date Change
Next Civic Association Meeting will be held on January 22, 2008 due to the
holidays. Normally the meetings are held on the 3rd Tuesday of the month.
