BELLEVUE CIVIC ASSOCIATION GENERAL MEMBERSHIP MEETING
MINUTES - 10/30/2001
1. President Tim Pfohl convened the meeting at 6:50 p.m. and
thanked/recognized the following individuals/organizations at the beginning
of the meeting:
Christ Ascension Church and Rev. David Keill for use of their
facilities, Dominos for the pizza, Walgreens for soda, Nuttall’s for
paper products and Irene Jennings for coordinating the dinner – all for
meeting.
Florenz Sterling and Mary Garber for the informative newsletter
John Fisher and Joe Robertson for the Neighborhood Cleanup on 10/3/01
Winnie Cobb and Chris Sterling for another Security Patrol training
on 10/25/01
Westminster-Canterbury Expansion Plans. Don Lecky, CEO, Bill King, VP
of Corporate Communications, and Carolyn Raskind, Director of Public
Relations all presented plans for the expansion of their facility. They
began the planning in summer of 200 with representatives from the
neighborhood and major stakeholders. The expansion schedule follows:
· Nov. 12, 2001 - Update with City and County planners
· Mid Nov, 2001 - Begin demolition
· Dec. 1, 2001 – Zoning application
· Sept, 2003 – Complete pre-sales
· Oct, 2003 – Begin construction
· Oct, 2005 – Move in
The members of the audience at the Civic Association meeting expressed
support of Westminster-Canterbury’s expansion plans.
Bill Johnson, Council representative, attended the meeting and spoke
about a few general issues.
CVS and Problems with Crime – Jeff Swanson, general manager for CVS,
explained what CVS has done in response to the series of crimes associated
with the CVS site on Bellevue. They have had a site study completed by the
police and determined that there is not an alternative to hiring a guard.
A uniformed, unarmed guard will be in place by next week, but will not be
available during all store hours. Mr. Swanson would not say which hours
there would be a guard at the Bellevue CVS store.
Crisis Pregnancy Center (CPC) – They have recently filed for a special
use permit at 4100 Brook Road for "social services" purposes. Their plans
include 16 evenings a year of classes until 9:30 p.m. with 25 attendees.
They bought the building for $51,000 and it is currently appraised for
$268,000. After discussion, the vote was +100 opposed to CPC’s special use
permit and less than 15 in favor. The Bellevue Civic Association will
express formal opposition at the Planning
Commission (11/5/01 at 1:30 in room 511 of City Hall) and City Council
(11/12/01) meetings. The summary of the opposition is the following 3
points:
· The current zoning is "not broken".
· The current building is intended to be an office; not an
educational facility. Any future use should be compatible with the
neighborhood and current parking spaces.
· CPC would not lose money if they sold the building.
Crime Update – John Butcher announced that he has brought suit on the
owners of Redwood Apartments. The hearing is scheduled for 11/1/01 at 9:00
at the John Marshall Courts Building.
Alley Cats Program – Irene Jennings explained the new City program,
which is basically that if you do not clean up your own alley, then the
City will.
Other announcements – Tim announced several other "happenings" in the
neighborhood:
· Richmond Marathon on 11/5/01. Chuck Epes needs volunteers
for the water station.
· Holton Auction on 11/5/01.
· Lombardy Street closing discussion– City Council meeting
on 12/10/01
