MINUTES
BELLEVUE CIVIC ASSOCIATION BOARD
MARCH 12, 2008
HOLTON ELEMENTARY SCHOOL LIBRARY
The Meeting was called to order at 7:00 p.m. by Roy Reynolds,
President.
Doug Brabrand reported on Neighborhood Watch. He is gathering content
for an article for the Neighborhood Watch section of newsletter, and it
is
going well.
Joellen Davis gave the Newsletter report. Deadline for the next issue
is
March 20, with delivery scheduled for April 15. There are 22 ads to
date,
with 3-8 more possible. More articles are needed. A new DEQ/pollution
article
is expected, and an ad for organic fertilizer will be in the newsletter.
(BCA
makes 10% when orders are placed from the website button.) The Security
Patrol voice mail box phone number will be included in the next issue.
Joellen will contact printer.
Larry Jones gave an update on the Marathon. As previously noted,
there will
be a half and a full marathon, both passing through Bellevue on the
second
Saturday of November. BCA is the only Civic Association to set up a
water
table, and will be recognized by the marathon organizers at the General
meeting on May 20.
Eric Gregory reported on the Neighborhood Clean-Up scheduled for May
3.
He has truck lined up, and Joellen Davis will give him the names of
those
who expressed interest in helping on their membership applications.
Joellen
reported that both the Security and Garden Committees have seen the
membership applications and noted those members who indicated that they
wish to help on those committees. Eric is giving information to Sally
Dunnington
for a newsletter announcement and he will get the same information to
John
Anderson for the website. Eric would like to host at his home a cook-out
for
the clean-up crews and their families as a “thank you”, and BCA will
help cover
some costs.
Janet Brown presented the Financial Report. Without the 15 most
recent
applications, BCA has about 315 current members. There is $9181.79 in
our
account: $109.93, Arch Fund; $849.94, Security Fund; $8221.92, General
Fund.
A $200 donation was made by Councilman Chris Hilbert for trees. Since
the arch
is completed, Committee Head Chuck Epes has disbanded the committee, and
has approved that remaining funds be used for neighborhood and/or arch
landscaping. Instead of Arch Fund, there will be a new account called
“Neighborhood Improvement Fund” that will include trees donation and
landscaping and such.
John Anderson reported that the Henrico zip code issue does not apply
to Bellevue residents.
Bert Perkins presented information on Pet Resuscitation masks and
reported on his conversations with several fire stations which cover the
Bellevue/Ginter Park area. Those he spoke with were interested in
carrying
one set on each truck and having one extra set. With two stations and
two
trucks in each, that makes 6 sets, for a total of $355, including
shipping. The
Board was in agreement that it would like to get the masks, and there
was
much discussion about how to proceed. One Board member, wishing to
remain
anonymous, offered to purchase the masks. Roy will contact other
neighboring
associations and suggest they purchase other pet rescue products that
are
available from the same source.
There is a public hearing on March 24 regarding raising the property
tax rate
by .05. The Board concurred to oppose this increase.
Roy moved that the Board approve a $500 donation to the Holton School
for
its kindness and hospitality to the BCA. The motion carried unanimously,
with
the request that Roy contact the Principal and find out what Holton
needed, so
the donation can be made to that purpose.
John Anderson reported that Website fees are paid, and after some
technical
changes, all is now running smoothly.
Roy discussed the next General Meeting, and announced that Jennifer
McClellan
and Donald McEachin have agreed to attend and give legislative wrap-ups.
People from the Marathon organization will also be attending.
Roy has had golf shirts and ball caps designed with the arch and the
word
‘Bellevue’, which can be sold through the website. BCA receives $5 for
each
one sold. Roy will speak to Janet about also getting tee-shirts.
The meeting was adjourned at 8:15 p.m. with the following in
attendance: John
Anderson, Doug Brabrand, Janet Brown, Joellen Davis, Patsy Glazer, Eric
Gregory,
Larry Jones, Bert Perkins, Roy Reynolds, Pat Vitsky.
Respectfully submitted,
Patricia A. Vitsky, Secretary
