BELLEVUE CIVIC ASSOCIATION BOARD MEETING

APRIL 10, 2001

MINUTES

 

Members in attendance:  Tim Pfohl, Florenz Sterling, Lisa Harr, Ed Parks, John Butcher, Paul Johnson, Libby Clark, Chris Sterling, Michele Banalet and Kath Sadler

 

  1. Holton PTA Update.  Tim Pfohl, President, introduced Elizabeth Lafoon, President of the Holton PTA.  Ms Lafoon came to the meeting to express her interest in better communicating with the Holton neighborhood.  She asked for ideas in how to accomplish this goal.  She provided an invitation to all events and to visit the school at any time.  She asked if she could provide an insert for our newsletter that would profile “What has happened at Holton over the last 2 years”.   She reminded us that they have a website, holtonpta.org, which is linked to our neighborhood website.  In response to questions, she said that there was an enrollment of 585 students and that the same principal, Ann Jenkins, would remain for 1 more year after this school year.

Tim explained that there were some bad feelings about being offered school space in turn for support of the school in the development stages and now being asked $48/hr. to use the space.  Ms. Lafoon acknowledged this as a problem.

 

  1. Minutes.  Kath Sadler distributed copies of the minutes.  The 10/24/00 Board meeting minutes and the 2/6/01 Membership meeting minutes were approved without corrections.

 

  1. Treasurer’s Report.  Paul Johnson is the new treasurer.  The treasurer’s report detailed the following funds available as of 3/31/01:

 

Security patrol=$1788.02

Arch fund       =$3597.71

General fund  =$  786.71

Total               =$6172.44

 

Chris Sterling, co-leader of the Security Patrol, said that he must talk to his committee first, but that it might be possible to transfer some of the security patrol funds to the general fund.  The Board authorized Paul Johnson to “shop” other banks to avoid the level of service charges now applied.  The Board also agreed to have a mass mailing for the dues.

 

  1. Spring Activities.  Tim announced the events planned for May and June.

·      May 5 is the Alley Clean-up

·      May 5 is the Plant Swap

·      June 10 is the Bellevue Garden Walk

All of the 3 events need advanced publicity.  It was approved that the Association would pay for costs of one flyer and its delivery.  If ads were obtained, that would be appreciated.  Florenz Sterling and Michele Banalet reported on the planning

for the Garden Walk.  They asked for help with the flyer delivery on June 2, 2001 and their request for $200 was approved.  The money goes mainly to pay for gifts for the gardeners and balloons; the printing will be paid for by Westminster-Canterbury again this year.

 

  1. Arch Fund.  Chuck Epes reported that there has been no luck finding a stonemason with a more reasonable price for the Arch design.  Some discussion ensued about the benefits of the Arch design vs. another design.  It was finally decided that a final decision would be made by July 1, 2001 to either go forward or to stop and offer to return the funds.

 

  1. Neighborhood Watch.  Libby Clark reported that there had been a lot of house break-ins during the day.  This is unusual for our neighborhood.  There has been some suspicion that it might be attributed to the group of homeless people that have come back to exit 80 area.  Libby will be scheduling a meeting with the section leaders in May.

 

  1. Safety Committee.  John Butcher reported the following:
    bulletCity crime information is now on the Bellevue website
    bulletCVS robberies.  There have now been 3 meetings with CVS and the police.  CVS will not hire armed guards.  The police have finished surveying the 1200 Block of Bellevue which has produced recommendations for better lighting, better signs and better alleys that are clearly marked.
    bullet1603 Claremont.  City has removed the sign.  Property has improved.
    bulletCommunity Assisted Public Safety (CAPS) is an organized and integrated effort by City agencies to reduce crime that is having results in the North Side of Richmond.  There was some discussion about the looks of the storefront property besides Dot’s.  It was agreed that Tim would approach the owners.

 

  1. Security Patrol.  Chris Sterling reported that:

    bulletThere will be a report forthcoming on the incidents reported, hours and mileage of volunteers.
    bulletMembership continues to ebb and flow
    bulletDid have a new member training

 

  1. Traffic Committee.  Nancy Reynolds was not at the meeting, but Tim said that there has not been any discussion lately.

  1. Princeton Creek.  Efforts to correct the problem are still going strong.  The VCU study is in place.

 

  1. Next General Meeting.  The next meeting will be planned for June 12.

 

  1. Newsletter.  The deadline for the newsletter will have to be May 5.

 

  1. Land Use/Zoning.  There have been no new developments about the Crisis Pregnancy Center since the pre-approval meeting with the City.

 

  1. Bylaws.  Notification of the suggested changes in the bylaws will be handled by dissemination through the newsletter and then a vote at the next membership meeting.

 

  1. Adjournment.  The meeting was adjourned at 10:00 p.m.
